Empty template and questions sections when creating a new Peer Assessment for the very first time

When a member of staff creates a new Peer Assessment for the very first time, the following can be observed:

• the template section is empty, which feels odd. As a staff member, I'd like to simply not see the section if no templates are available.
• the question section is also empty. Arguably I can click on Add Question (which I would normally do), but it'd be good if by default I could have one Question form already showing.
