Fix Failing Gitlab CI/CD

Garcia Velasco Newell, Oscar requested to merge cicd_fix into master

Ultimately solved by CSG team for increasing OS capacity in faulty runner. Change on my end has been creating a virtual-env in pulled Docker python image to install requirements and run test. This is an improvement from baseline.
