      - Remove stale 'negative: ReferenceError' in block-local-closure-get-before-initialization
      - Remove all tail-call expressions in test/built-ins/Function
      - And update code in test/built-ins/Function to simply use 'f()' instead of 'var r = f(); return r'

      The `negative` frontmatter tag expresses an expectation for the behavior
      of the test file as a whole. The `assert.throws` helper function offers
      more fine-grained control over expectations because it may be applied to
      specific statements and expressions. This makes it preferable in cases
      where it may be used (i.e. when the test body does not describe a syntax
      error or early error).
      
      Re-implement assertions for errors to use the `assert.throws` helper
      function wherever possible.

      This commit normalizes the test case format used across test262. It applies the following transformations:
      
      * Convert to YAML for frontmatter
      * Remove of trailing whitespace
      * Replace /r/n with /n except in chapters 6 and 7.
      * Copyright header always uses // comments
      * new includes attribute replaces $INCLUDE
      * No implicit assumptions about test environment other than $ERROR. Everything else appears in the include array. This includes "runTestCase" which is now included in a substantial number of tests.

      assertTrue became assertTruthy. Canonical form of doc-comment attribute value source no longer have a leading colon and trailing semicolon. Any existing such are stripped during conversion.
