Allow staff to delete peer assessments

Add date deleted column to determine if peer assessment is 'soft' deleted. Add method (button) on staff landing page to soft delete the peer assessment. Deleted peer assessments will not display on student and staff landing pages but can still be accessed with known assessment id.

The screenshot shows the staff view and the 'Delete Assessment' buttons are visible and marked with Bootstrap "Danger"
