Pager stack, failure mechanism, MLLP reads and other updates

Midha, Rohit requested to merge failureModes into master
  1. Send Pager Request retries 3 times before storing to stack.
  2. Pager stack is stored on disk in case of shutdown
  3. MLLP reads are now optimized to deal with half messages.
  4. Pager now sends timestamp along with MRN.
  5. Simulator is updated to the latest one.
